Acknowledgments
The purpose of this section is to provide a structured index of Child Safety Fund (CSF)’s compliance commitments under this award. For each core requirement set forth in the NOFO, CSF acknowledges the standard, affirms its applicability, and commits to full compliance.
Unless otherwise specified, all acknowledgments in this section apply to CSF, its staff, officers, and board members, as well as all subrecipients, contractors, and consultants engaged in federally funded projects.
Eligibility
CSF, a registered 501(c)(3) nonprofit organization, affirms that it is fully eligible to apply under this solicitation. CSF meets the eligibility requirements outlined in the NOFO, including nonprofit status and compliance with all stipulations related to applicant type. CSF acknowledges that recipients and subrecipients must forgo profit or management fees and affirms full compliance with this condition.

Number of Applications
CSF affirms that it will submit only one application under this solicitation, in accordance with the requirement that an entity may serve as the applicant for only a single proposal. CSF acknowledges that additional projects, if any, must be pursued through subrecipient agreements rather than separate applications.

Agency Funding Priorities
CSF affirms alignment with the funding priorities identified in this solicitation. Specifically:
Directly supporting law enforcement operations – CSF’s training will strengthen mandated reporters’ ability to identify and accurately document cases that also involve criminal activity (e.g., human trafficking, sexual abuse, visible injuries, domestic violence with injuries, substance distribution), thereby directly supporting law enforcement operations.
Combating violent crime – CSF’s initiative advances OJP’s priority of combating violent crime by improving the accuracy and timeliness of mandated reporter referrals that involve violent acts against children, including sexual assault, physical abuse, and trafficking.
Protecting American children – CSF’s core mission is to prevent cruelty to children and ensure their safety by developing child welfare strategies that reduce reporting deficiencies and errors, strengthening agency response to protect children from harm.

Match Requirement
CSF acknowledges that this award does not require cost sharing or matching contributions. CSF affirms that it will comply fully with this condition and will not claim or represent any matching requirement under this award.

Award Type, Size, and Period
CSF acknowledges that this award will be made as a cooperative agreement with substantial involvement by OJJDP. CSF further acknowledges the funding parameters set forth in the solicitation, including: a maximum federal award ceiling of $417,687; an anticipated total available funding of $835,375; and a 36-month period of performance with an anticipated start date of October 1, 2025. CSF shall comply with all requirements related to award structure, size, and duration.

Program, Purpose, and Scope
CSF acknowledges and affirms the purpose and scope of this award as described in the solicitation. CSF shall develop, expand, and enhance curricula to ensure that every mandated reporter and child protection professional is trained in evidence-based methods to identify and screen children exposed to violence. CSF further acknowledges the requirement to integrate this training into undergraduate, graduate, and continuing education opportunities, and shall comply fully with the program’s stated purpose and scope.

Unallowable Use of Funds
CSF shall ensure that no federal award funds are used for unallowable costs as outlined in the solicitation, the DOJ Financial Guide, and 2 CFR 200 Subpart E. Prohibited expenditures include, but are not limited to, alcoholic beverages, entertainment, fundraising, lobbying, fines, penalties, and settlements. All expenditures will be reviewed by CSF’s Grants Management Officer (GMO) or designee to ensure compliance.

Prohibited Program Activities
CSF shall not use federal funds for any program or activity that:
Directly or indirectly violates, promotes, or facilitates the violation of federal immigration law, or impedes or hinders the enforcement of such law, including noncompliance with 8 U.S.C. § 1373.
Violates any applicable federal civil rights or nondiscrimination law.
Provides legal services to removable or unlawfully present aliens, except as expressly authorized, such as obtaining protection orders for crime victims or legal services expressly required by law.

Civil Rights and Nondiscrimination
CSF shall comply with all applicable federal civil rights laws and nondiscrimination requirements. CSF affirms that no person will be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity funded in whole or in part by this award. This includes compliance with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, the Americans with Disabilities Act of 1990, and related DOJ civil rights regulations and guidance.

Subawards and Procurement
CSF acknowledges the requirement to distinguish between subawards and procurement contracts and shall ensure proper classification and management of all agreements under this award. CSF shall comply with federal requirements for subrecipient monitoring and contractor procurement, including maintaining written procedures, ensuring full and open competition, and incorporating all mandatory award terms and conditions. CSF further acknowledges that subrecipients are prohibited from earning a profit or management fee under this award.
As a note, hosting and technical support for the training will be provided via an existing third-party platform at no cost to the award. Because no federal funds will be exchanged, this arrangement does not constitute a subaward or procurement under 2 CFR Part 200.

Financial Management and Internal Controls
CSF acknowledges the requirement to establish and maintain financial management and internal control systems that provide for accurate, current, and complete disclosure of award-related financial activities. CSF shall ensure that internal controls are in place to safeguard federal funds, prevent waste, fraud, and abuse, and provide reasonable assurance of compliance with federal statutes, regulations, and award terms.

Mandatory Disclosures
CSF acknowledges its obligation to promptly disclose, in writing, any credible evidence of violations of federal criminal law involving fraud, bribery, or gratuities that may potentially affect this award. CSF shall also disclose any conflicts of interest or other misconduct that could impact the integrity of award-funded activities.

Record Retention and Access
CSF acknowledges the requirement to maintain complete and accurate financial, programmatic, and administrative records related to this award for a minimum of five years after award closeout. CSF shall ensure that authorized representatives of OJP, DOJ, and the Comptroller General have full access to records upon request, consistent with federal regulations.

Performance Measurement and Reporting
CSF acknowledges the requirement to collect, maintain, and report programmatic performance data as specified in the solicitation. CSF shall comply with all OJJDP performance measurement requirements, including the collection of output and outcome data, and will submit timely and accurate reports through JustGrants or other systems designated by OJP.

Post-Award Federal Reporting
CSF acknowledges its responsibility to submit all required federal reports accurately and on time, including financial reports (SF-425), property reports (SF-428), semiannual progress reports, and other post-award documentation required by OJP. CSF shall ensure that all submissions reconcile with official accounting and program records.

Cooperative Agreement
CSF acknowledges that this award will be made as a cooperative agreement and affirms that OJJDP will exercise substantial involvement in the management and direction of funded activities. CSF shall collaborate with OJJDP in the review and approval of curricula, training materials, and key deliverables, and shall comply with all requirements associated with this cooperative agreement structure.

Other Cross-Cutting Federal Rules
CSF acknowledges its obligation to comply with all cross-cutting federal requirements applicable to this award. This includes maintaining current registration in SAM.gov, ensuring the accuracy of CSF’s Unique Entity Identifier (UEI), complying with restrictions on lobbying (31 U.S.C. § 1352), adhering to the DOJ Grants Financial Guide, and fulfilling any other federal administrative or statutory requirements incorporated into the award.
