Year 1 – Establish & Develop
Build the program infrastructure, develop a federally-aligned training framework, and prepare for statewide deployment.
Months 1-3
Project Staffing & Governance: Hire and onboard a Managing Director. Establish a project governance framework with the CSF Board of Directors. (Objectives 1, 3)
Needs Analysis: Conduct a comprehensive analysis of curricula needs in child advocacy and exposure to violence for child protection professionals, as required by the NOFO. (Objective 1)
Lead: CSF Board.
Support: Newly hired Managing Director.
Comprehensive curriculum and assessment instruments finalized.
Online training environment fully functional and ready for participant onboarding.
Governance and compliance framework operational.
Months 4-9
Curriculum Development: Develop a standardized, evidence-based training curriculum and assessment instruments based on the needs analysis. (Objectives 1, 2)
Platform Development: Configure and launch the online training delivery environment, ensuring it is secure and scalable. (Objectives 2, 3)
Toolkit Development: Design and prepare printable learner toolkits and workbook templates that accompany each training module. (Objective 1)
Lead: Managing Director.
Support: Design contractors.
Deliverable: A comprehensive suite of multimedia and printable learning materials including standardized training modules, assessment instruments, and learner toolkits optimized for both online and print distribution.
Outcome: A fully integrated, CEU-eligible mandated-reporter training package that combines accessible online delivery with printable learner resources, ensuring consistent statewide implementation, learner engagement, and replicability across partner institutions.
Months 10-12
Data System Implementation: Implement data-collection systems to track participation, performance metrics, and learning outcomes. (Objectives 2, 3)
Reporting: Prepare and submit Year 1 progress reports and financial reports to OJJDP. (Objective 3)
Lead: Managing Director, Treasurer.
Deliverable: First semi-annual performance report and quarterly financial reports.
Outcome: Governance, compliance, and data-tracking frameworks are fully operational.
Year 2 – Implement & Measure
Deliver training to Oklahoma's mandated reporters, measure knowledge improvement, and secure institutional adoption.
Months 13-18
Statewide Rollout: Launch and promote the training to Oklahoma's ~142,000 mandated reporters, targeting educators, healthcare workers, and law enforcement. (Objectives 4, 6)
Partnership Formalization: Secure Memoranda of Understanding (MOUs) with at least 3 major hospitals, law enforcement departments, and universities in Oklahoma. (Objective 6)
Lead: Managing Director.
Partners: Oklahoma State Department of Education, Oklahoma Hospital Association, Oklahoma Sheriff's Association (examples).
Deliverable: Signed MOUs with key institutional partners.
Outcome: Training is successfully delivered to targeted mandated-reporter populations, aiming for at least 10% of the state total as per CSF's objective.
Months 19-24
Performance Measurement: Track participant engagement, completion, and pre-/post-training performance. Conduct quarterly data reviews to assess progress toward objectives. (Objectives 5, 7)
Content Adjustment: Adjust training content based on performance data and stakeholder feedback. (Objective 7)
Reporting: Submit Year 2 Program Impact Summary and performance reports to OJJDP. (Objectives 5, 7)

Deliverable: Year 2 performance reports detailing participant data.
Outcome: At least 80% of participants demonstrate improved knowledge on post-assessment, as per CSF's objective. Institutional partners begin integrating the CSF training framework into their staff protocols
Year 3: National Expansion & Sustainability
Expand training nationally, disseminate findings, formalize partnerships, and ensure long-term sustainability.
Months 25-30
National Launch: Extend training availability to additional states and national professional networks, leveraging lessons learned from the Oklahoma implementation. (Objectives 8, 9)
Dissemination of Findings: Compile three-year performance data and produce a National Training Impact Report. (Objectives 9, 11)

Partners: Oklahoma State Department of Education, Oklahoma Hospital Association, Oklahoma Sheriff's Association (examples).
Deliverable: A published National Training Impact Report with findings from the Oklahoma implementation.
Outcome: National distribution of training is achieved, with a target of reaching 50,000 participants nationwide.
Months 31-36
Sustainability Planning: Develop a sustainability and funding diversification plan for post-award continuation. (Objectives 10, 12)
Knowledge Sharing: Present outcomes through professional convenings, webinars, and national child-protection networks. • Final Reporting: Submit final programmatic and financial reports to OJJDP. (Objectives 11, 12)
Final Reporting: Submit all project related reports. (Objective 12)
