Capabilities and Competencies — Organizational capacity (admin/technical) to complete the project and collect/report required performance data (identify responsible staff and how data will be collected); relevant past performance; key staff (and any subrecipient staff) qualifications; management/staffing plan tied to project design, including who manages organizational finances.   • Describe the applicant’s administrative and technical capacity to execute the project and meet all award requirements.

  • Identify who will collect and report performance measure data and how that will occur.

Capabilities and Competencies

CSF) is a federally registered 501(c)(3) nonprofit with an active SAM.gov registration (UEI: PBNTT21NH8T5 | CAGE: 15YM3 | Valid through Oct 8, 2026).

CSF maintains compliant internal controls and financial management systems aligned with 2 CFR 200, the DOJ Financial Guide, and GAO Green Book principles. Its governance structure ensures fiscal responsibility, program integrity, and timely performance reporting.

CSF has the administrative capacity to execute the OJJDP project using its integrated digital infrastructure to manage documentation, internal workflows, and subrecipient oversight. All procurement, record retention, and performance processes are governed by CSF’s Procurement Policy and Data Management Policy, ensuring full compliance with federal requirements.


Board of Directors

CSF’s self-perpetuating Board (currently 3 members) meets at least quarterly and provides executive governance, policy approval, and financial oversight.

The Board approves all major contracts, quarterly reports, and the annual audit. Directors may be reimbursed for expenses but receive no compensation. The CSF Board provides non-paid governance and oversight for all OJJDP activities. Primary functions include:

  • Approving hires, contracts, and vendor agreements.

  • Reviewing quarterly performance and fiscal reports.

  • Ensuring alignment between deliverables, mission, and award terms.


Key Personnel

Managing Director (Full-Time, Grant-Funded, To be Hired)

The Managing Director serves as CSF’s Designated Officer and day-to-day project lead. Responsibilities include program design, implementation, compliance, and coordination with OJJDP. The Managing Director oversees curriculum development, vendor management, data reporting, and fiscal documentation. Salary: $85,000–$110,000 annually, benchmarked to BLS SOC 11-1021 (OKC region) to ensure reasonable compensation.

Qualifications:

  • Expertise in child welfare systems and mandated-reporter training.

  • Demonstrated capacity in regulatory compliance, 2 CFR 200 management, and program delivery.

  • Record of measurable outcomes in education, design, and systems governance.

Multimedia Designer (Contractor)

The Multimedia Designer produces visual and motion-based learning assets, ensuring accessibility and adherence to multimedia learning principles. Work is delivered under a fixed-fee, milestone-based contract, consistent with procurement standards.

Qualifications:

  • Experience in educational media production.

  • Proficiency in After Effects, Premiere Pro, and animation workflows.

  • Portfolio demonstrating instructional design quality.


Data Management and Performance Reporting

Performance data collection is centralized under the Managing Director, supported by automated tools and quarterly board review. CSF maintains a secure, cloud-based data system integrating LMS analytics, Google Forms, and partner feedback logs.

Performance Data Sources:

  • Participation & Completion: Tracked automatically via the LMS.

  • Knowledge Assessments: Pre/post tests collected through secure digital forms.

  • Institutional Adoption: Measured through executed MOUs and partner feedback.

  • Implementation Evidence: Archived in CSF’s project repository (Google Workspace + GitBook).

Data are reviewed monthly for accuracy and compliance, audited quarterly, and summarized in semi-annual and final OJJDP reports.


Financial Oversight

Financial management is jointly supervised by the Board Treasurer and Managing Director, ensuring separation of duties. All transactions are documented through CSF’s accounting software and verified via dual authorization. The Treasurer submits quarterly statements to the Board and certifies annual financial reporting in accordance with OJJDP and 2 CFR 200 standards.


Organizational Experience

CSF’s leadership collectively brings over 20 years of combined experience in behavioral health, education, organizational design, and program compliance. Jonah Johnson’s direct experience as a Child Welfare Specialist with the Oklahoma Department of Human Services—where he processed 1,703 child abuse reports (95% QA rating)—provides the field insight that anchors CSF’s program design. This practical background ensures that CSF’s training model reflects the real-world challenges of reporting, investigation, and interagency coordination.
